What options should I select/deselect to be able to open desktop shortcuts while winlock is protecting my system?

You should disable WinLock protection or turn Block desktop option off to access the desktop icons.

I need to have winlock active and still be able to access the desktop shortcuts/folders, block desktop is already inactive

Desktop shortcuts are not blocked when Block desktop is turned off. Also, you can make desktop shortcuts readonly. Please see Desktop icons protection topic in the help file.

Make sure that all options in System\System commands are cleared.
