Getting back to the 'unabled' system

When you have enabled winlock, which presumably can disable ctrl alt delete / start button on keyboard / and all other ways of getting into 'behind the scenes' , so that members of the public that will have access cant do these things - how do you then 'unable winlock' to get at these features again?
Can the 'initiated' about winlock access the 'unable' - how does it work?

You can either double-click WinLock tray icon, or use predefined hot key (F11 by default) to access WinLock settings.

So if the tray icons are not available ( because the task bar has been disabled) you press a hotkey and this brings up the settings - but presumably before you can access these settings you will have to enter a password - yes?
