Access 1 shortcut on desktop

Hi,

Two questions:

I need to block acces to icons(shortcuts) on my desktop.
I also need to give access to one shortcut I made to close Windows.
(as with %windir%\system32\shutdowdn.exe -s -t 0)
As it is a program with parameters in a shortcut on the desktop, I can't figure out to add this to the list.

Second and a lot more important; I can't start WinLock no longer.
An error appears with: Cannot create shell notification icon.
What do I do to solve this major one?

Hello,
I need to block acces to icons(shortcuts) on my desktop.
Under Access/Files: Click Browse, then select Desktop folder and add all *.lnk files exept the one that shouldn't be locked into the blocked files.
Then, under Explorer and Windows select Disable Explorer context menu.
Finally, under Desktop select Read-only desktop icons.
I can't start WinLock no longer.
An error appears with: Cannot create shell notification icon.
Please tell us your WinLock version number and OS version.
