Crystal Office Systems

A tech set up the program for me. I and another user have seperate accounts, me being the Administrative and other accout is limited. 1) How can I delete software I added to mine from the limited account. (it downloads to both accounts.) 2) And how can I prevent any software or programs from downloaded to Limited account ? I tried making limited account the Administrativer but there is no Add or remove Control Panel. Thank u for any help.
