Ctrl+Alt+Del hotkey cannot be disabled in Windows XP. However, you can disable all buttons in Windows Security dialog box using Security\Windows XP section. This makes Ctrl+Alt+Del useless.

Ctrl+Alt+Del or any other hotkey can be indirectly disabled by blocking the window title or the executable that gets activated.

For example, Ctrl+Alt+Del activates Task Manager, so add "Windows Task Manager" (or whatever it's called in the title bar) to Access / Windows.

Another way is to add all locations of "taskmgr.exe" to Access / Restricted Executables, but this would also require protecting the folders to prevent copying taskmgr.exe to other locations.
